Under section 20 of the Act a national emergency declaration does not override provincial or municipal βcontrol or directionβ of its police services. Note that section 20 specifically mentions RCMP employed on contract by a province or municipality; the RCMP at Coutts for example are actually provincial police. So if a national emergency doesnβt override provincial or municipal βcontrol or directionβ of police arenβt we back at square one, where the police with jurisdiction are dealing with the problem? What value is added by declaring a national emergency?
