Read the report. The scope of the SC investigation is hyperclearly defined. That was the choice of Trumps AG, to define the framework and limitations of Mueller’s investigation. Not a choice Muellee had *and* discretion on.
There are plenty of other investigations. The matters of the Steele dossier would to most extents be an intelligence and counterintelligence investigation. Mueller’s investigation was a criminal investigation. Two different tables, different councels and agencies. Completely seperate investigations. And definitely not one of similar public matter, due to the sensitive nature of intelligence operations, and the very real risk to the safety and lives of intelligence operatives, agents, sources and double agents in foreign governments, and their families, should information get in the wrong hands.

Mueller wouldn’t have to appear as a witness if the US had something like an educational system that would teach people to read.
