Even if these case numbers were accurate, based on its known behavior and previously available facts the spread of this was going to be massive. Just looking at the official case numbers alone were increasing every two days exponentially. If you let something grow exponentially your asking for trouble. With 5 million possible carriers escaping before the quarantine they should’ve acted way faster.
