"Was the only reason … that you didn't indict the president the 1973 guidance from the Office of Counsel at the Department of Justice during the Nixon-Watergate years that said a sitting president can't be indicted?" Rep. Gerry Connolly (D-Va.) said he wants to know. "Because we need to know that."
