This isn’t the full story, though I agree there is the possibility it was indeed nepotism and corruption.
Viktor Shokin was the chief prosecutor in 2015 for Ukraine and claimed he would investigate various companies, including the company which Joe Biden’s son was a chair member of. However, Joe Biden was not telling him not to investigate. Instead, he was arguing for the opposite, along with many other people: to investigate more thoroughly and with more haste as well as taking greater action against corruption, which was a standard they expected of the chief prosecutor.
So, with a billion dollar loan from America on the way (singular, not plural billions), Joe Biden basically said “hire somebody who’ll do their job or you’re not getting this money, I’m leaving in 6 hours to get on a flight, you have until then to do it”. In addition, at the time, the Burisma (gas company Biden’s son was working for) case had been shelved by him for a year or so and he had committed no interest in the case or launched any probes into the company. Based on this, Biden’s actions would make his son more liable to be found guilty rather than less.
The logical conclusion to be made is that the involvement of the son here resulted in Biden hearing of this lack of justice and as a result he used his position as representative of Obama’s interests to push for improvements in Ukraine’s justice system to strong-arm a removal of ineptitude which had been dragging down the country for years.
However, there still lies the possibility that the chief prosecutor whose assistants claimed they were fed up with his inaction and uselessness and who had done no research on Burisma at the time and had no interest in the case after shelving it for years had crucial and damning evidence and Joe Biden had him fired as a result and the whole thing was kept quiet. This, however, is far less likely.
