Sean should be a lead part of the US Military’s face of communications on all FEMA shared matters. Just as Roosevelt enshrined dual responsibility for Forestry and Park management among other things, Mr Trump could allow the US military to have clear and simple overlap on federal emergency resilience and impact alleviation. Imposing order in chaos is perhaps naĆÆve.
DOD with the traditional military should logically ensure infrastructure, communications and logistics, potable water, sanitation and triage areas. FEMA should stick to civilian issues like dry food, hot showers, bedding, stadium conversion into temporary shelters and budgeting for 7 different levels of destruction. Level 6 being national emergency,, 7 being homeland threat.
