Despite there being agencies and lawful steps to begin such an inquiry, he did so in secrecy with the help of certain individuals in his clique. Both free citizens and members of the government. He then secreted away the phone call transcripts and held aide ransom. This all being done for a political campaign was literally discussed by the very people enforcing this illegal inquiry. And on top of that, since it would include Biden, who happens to be a political rival during campaign time, he didn’t recuse himself from the inquiry. Which would’ve been the correct thing to do.
